The main reason is that the .3 version has been used by OEM manufacturers and is available as a recovery image for specific devices, unlike the BETA/DEV channel versions, which are not certified for use. This is the same as the initial version 22000.9, which was adopted by OEMs in advance and used as a base recovery image.
