Do systems come with OEM key already activated?

I received a new laptop (Dell) with Windows 7 Home Premium installed (with an OEM key sticker on the computer). Is this key already activated/locked to the laptop motherboard? I ask because I have a retail copy of Windows 7 Professional and would like to use it on this system, and wish to use the Home key on another system. The laptop has not been turned on, can I use this key on another system? or is it pre-locked to the new laptop?

The Dell key that's on the sticker could be used on another PC as long as it's an OEM-SLP key, but usually the keys you get on laptops and desktops are COA keys, so are locked to that machine and will not work on another PC.

If you're going to install Win7 Pro, i would recommend you use the Dell key that came with the laptop, or if you don't want to do that, you can use Daz's Loader instead:
Stop hovering to collapse... Click to collapse... Hover to expand... Click to expand...

There is actually a practically 100% Legit way you could have pro on both computers. All you have to do, is turn on the laptop, and then go to windows anytime upgrade. Then, enter the appropriate professional key from here

This will perform the upgrade correctly, and as far as MS will ever know, legitimately. Then you can use your copy of professional on the other computer. That way, you will have professional on both.

Interesting, looks like I may have to do some more research to understand these options better.
