Enabling Cortana on LTSC?

Hope everyone is well! Long time lurker here..


I apologise in advance if this has been asked/answered several times, however, is there a way of adding/enabling Cortana on the LTSC version of Windows 10? If so, would anyone be kind enough to point me in the right direction to do this?

ELI5, it says there that any changes made are reverted back when rebooted, how do I go about making these changes permanent?
