I found an article which says; based on information from Microsoft this error occurs when update tries to migrate to much inf files. Standard procedures as workaround would be to make a disc cleanup or uninstall devices before upgrading.

Does somebody know a way to increase the amount of inf files that can be migrated by editing a file within the upgrade image or the registry?

According to information from those who have successfully fixed the error in Surface Pros 3, it is highly required to turn off the Bitlocker of your system to solve the problem. Perhaps you can try that to see if it helped.
