If your getting errors on the USB drive aswell then try getting your hands on a new source like burfadel mentioned. Prolly a bad ISO image or faulty DVD copy. Try downloading a new copy and check it's integrity. Burn at lowest speed available.

Have you checked your Hard Drive? You can also check in the Windows 7 Respoitory for good links to Win 7.

Are you 100% sure your hard drive is good and it has NO errors on it - bad sectors?

Is the Hard Drive currently blank? Meaning no OS is on it?

He has been trying it both ways. Only thing i can think of is bad sectors on the hard drive if it's stalling trying it both ways.

Okay, I had this some day with my retail copy of vista. MS stated it was my chipset thats preventing the installation to go smooth, it took 4 hours to expand the files.
Maybe he leave the installation alone for some time and check back later.

    Just a suggestion.

Make sure your RAM is okay. Try other HDD just to make sure that one you want to install onto is good.

Do you remember the BSOD message?
