File Explorer keeps refreshing content

    In Win8.1, if app calls FE, e.g. Firefox for downloading a file, FE starts to refresh content of folder instead immediately showing it's content. This takes several seconds and I can see folders and files popping out of nowhere.
    How can I fix this?

    If you use win 8.1 apply GA patches and try to disable windows defender
