I transfer a lot of files from my HD to USB drives. I use both USB 3 and 2 drives, but speed seems to be about the same for each. Transfers start out at about 34 MB/sec but by the time the transfer is about half done, it has slowed to about 17 MB/sec. Then, the last "about 5 secs" take between 1-2 minutes. Anyone know what causes this? Is there a fix?

I see all of the above except the becoming fast again. When the file transfer gets down to "about 5 secs", it will take between 30 secs for a small file to complete copying, to almost 2 minutes for a large file to finish.

If it's the case i guessed above, the drive needs time to move the file to the final zone

File transfer rate can vary with the file size. Many smaller files can take longer than one large contiguous file.
