95% of the time you just right click , and select open with , and choose default program , uncheck save as default ...choose notepad. 5% of the time use 7zip.. based on my experience only

If you can't open it with on-board resources, google its extension to find out the program that opens it.
I think the OP means files with the extension ".FILE". If that's the case, then just double-click on the file in question. If no program is associated with it, a dialog box will pop up with two choices. Then choose "Let me choose a program". At that point, you can try to open it with notepad. If you have the notepad icon on your desktop (I doubt it, unless you put it there.) You can drag the file over to the notepad desktop icon and drop it on the icon. That will open the file for you. That is one thing Google is definitely not good for. If you must resort to that, I recommend installing the "Personal Blocklist" chrome add-on which adds an option in Google under each search result to hide results from that domain - because you will have pages of internet trash to wade through to find your answer. It's not quite as bad as trying to Google the name of a .dll or other system file, but it's still bad. It's one of those "interesting" cases where the highly capable and generally reliable Google "mysteriously" fails to meet the expectation. Google has gotten worse and worse the more they subtly point users in the wrong direction or otherwise arbitrarily decide what you should find as their system continues to burry the answers you're looking for for... profit(?)
Not sure what it means "File" in first post... It's much more likely, that he or she just wanted provoke, or do not even know itself what he or she wanted to ask. It seems that he is no longer interested in this thing, or he's dead. Otherwise he may clarify what he meant.
@nodnar: You're right. Some people are only here looking for warez or a crack for windows. Others come here, ask a question and leave. What can you do. It's their loss.
