I have a BIOS file from an HP laptop and I have a question: How can I verify if it has SLIC 2.1 or not? At this moment I don't have a HP notebook to see with RW. Thanks you!

You can parse the bios itself using andyp's Phoenix Tool.

Yah, the bios contains SLIC 2.1.

Though it doesn't mean that the SLIC is mapped in memory. If the laptop doesn't come with Windows, then you need this to enable SLIC (more info here).
