When I open a window (explorer), after logging in after a second it restarts (like flashing) and is back again.
The same thing happens with the control panel window, like it refreshes (like flashing) itself.

I have noticed the same on other computers

What might be causing this? All other windows typically do not act this way.

Anyone has an idea what might be causing this in Windows 10? As an information, I've done a fresh, clean install and this happens.

    Thanks

is it possible the graphic card might be the problem?

the thing is - it only happens after logging in.
the first windows after logging in.
after that, all other windows are opened normally w/o any glitch.
