    hi ran gatherosstate.exe but put ticket on desktop does that matter / not C:\programdata\microsoft\windows\clipsvc\genuineticket\

    No, only when you install win 10 does it need to be placed in the folder with the OS disconnected from the net.

    With either win 7, 8.1, you can place gather on the desktop, run it, get the XML, copy and save it, then install 10 and place it in the correct folder.
