Sounds like you did everything right, yet something went wrong.
Could wait and see if it activates. Servers could be slow.
Or try one of the tools that reveals your key, looking for your Win 8.1 key. See if support will take that key (and perhaps give you a Win10 Pro key).
Or do the an 8.1 install again, be sure it activates, upgrade to Win10 again (not a clean install), make sure it activates, & do a reset.
Some here are using the Daz Win7 loader & activation + Win 10 ISO for an upgrade.

Assuming your key is really in the BIOS.

    Open command prompt as admin

    wmic path softwarelicensingservice get OA3xOriginalProductKey

That will give you your key. Reinstall Windows 8.1 and try again.

What about going to settings, update and security, then go to recovery, and see if there's a go back to 8.1.

That option seems to vanish fairly soon after you upgrade. Microsoft quietly starts to remove your old Windows install now. Not sure when it starts, but it does happen.

You weren't clearly at fault. Blame Gabe Aul and Joe Belfiore for that.

Satya's too cool to take the blame.
