MS "restricted traffic" policy by default disables Windows Update in its entirety and sets WUServer, WUStatusServer keys to empty string.

Is there an "official" way to update a computer that hasn't joined AD?

I have found number of 3rd-party utilities, but they all seem to be closed-source and of somewhat dubious origin.

I would think along these lines:
    1. Run tool "A" on the offline machine, export output to .XML
    2. Parse .XML using tool "B" that generates links from MS catalogue
    3. Download the links manually
    4. Install updates

You can get a list of required updates (No Flash or .NET) for builds using UUPDUMP. There is also the Hotfix Repository sticky in this very forum. I'm also fairly certain that someone on MDL created and or at least maintains a Windows Update download tool.
