If I install a fresh version of Win 7 will I still get KBs trying to get me to upgrade?
Afaik no, the promo ended a while ago and those KBs were pulled from wu.

The pushing of the free offer ended 3/4 year ago, but they did not stop the free HWID when upgraded from an activated win 7 SP1/8.1.
Just install 7 SP1 and activate by daz loader, unpack a windows 10 iso, to the desktop/usb/use dvd and run the setup.
No needs for any extra (assistive) tools or options, just upgrade by iso/usb/dvd or do this to avoid the upgrade and directly install 10 with HWID:
It was ended on July 2016, kinda 6 months ago.
Wow, is that really so important....?

The OP makes no reference of Win10. Sounds like to me he/she wants to stay away fro it.
I the last two weeks I've installed Windows 7 on three separate systems; used the convenience rollup update to begin the update process. To date, no Windows 10 nags.
GWX is completely gone for quite a few months now, the pushing/nagging stopped last july to be exact.
You post almost makes it sound like you are still getting the nag screens.
If you are install the latest IE, the update the pulls the nag (and other security) updates are tied to it. Then downgrade IE or remove it in the Programs control panel.
I never installed IE11 on any of my Windows 7 installations and I still got the nags on all of them. The only way I could stop them was with a third party software package, last one I used was never10.
