Got a weird file from the Windows Vista installer

    There's nothing mysterious or useful about it.
    TPM 2.0 was made in April 2014. This compatibility check was made in October 2014.
    It's just a crude way of identifying TPM presence in the BIOS. These days the checks are much more thoroughly and there's actually communication back & forth with the device.
    The compatibility database that comes with windows 11 release iso is something like v2500 (or older). If you are online when you run setup that gets updated to a higher version (and even higher version if you setup Dev).

    Forgot to say that Vista has been officially supported up to 2017 (ESU).
    It's obviously that Microsoft had to make sure the OS would not s**t itself in the presence of new devices - so they have updated handling - that's why you can use vista drivers even on 11 (for old hardware).
