I have another customers unit that came in , an elderly women, who never updated her computer I am guessing since day 1 of owning the computer because it says "never " when checking for last updates.
I tried WSUS and it get stuck when looking for updates, and the windows update stand alone installer with similar out come.
Does any one else know how to force these updates, whether it is online or not?
This isn't the first time I have had this issue, I have been reinstalling the OS or with permission just using the windows 8 key to install 10 on a fresh install.

will work fine if no malware or permissions damages ..
if so run windows repair portable in safemode with net
    dload mirror majorgeeks.
sometimes a 2nd restart is needed to flush package cache

change WU setting to "Never check.." first, then reboot, then install both updates
afterwards, you can change WU setting to your choice
