You'll excuse me if I have a hard time believing "phone activation with 100 different product keys." Try MTK 2.4.9 - that should get you going. (Microsoft Tool Kit) There are dozens of threads on obtaining and using it here at MDL.
go to Microsoft.com and buy the product which you want and activate it. Simple and Efficient. Trust me, It works.

I used "Microsoft toolkit 2.4.9" like you said and it did activate but it is not permanent. and it wont let me add features with the product key installed and i cant sea win 8.1 pro update in the windows store even though i installed all of the available updates to the system. is there a solution to this?
If you want permanent activation then you will need to buy windows KMS activation is only for 180 days.
If you are expecting something similar to the Daz Loader for Win 8, then you are in for a big dissappointment. M$ has changed alot of stuff on the security front so as to avoid piracy. The only way that you can remain activated is by using MTK and if you are worried about your activation getting expired after 180 days, MTK has got itself auto scheduled to reactivate once the time elapses. So this is def in a way a perm activator. There are other forum topics out there which steps you through as to how one can get the free 8.1 upgrade over the Windows store. Yous hould probably check them out.
