I prefer using the 1803 build version is there a way to dodge the 1809 update in Windows Update without turning its off? because I want to update other things when I fresh install Windows aswell

You could search the site for Windows Update Mini Tool (WUMT).

You can simply go to Windows Update advanced settings and defer feature updates for 365 days (I think it's enough)

I set that to either 364 or 365 days on my Win10 v1803 computer ;)
also change the windows update "branch" from SAC-T "Semi-annual channel (Targeted)" to SAC [Semi-annual channel]
v1809 is currently only available on SAC-T and LTSC channels but not yet on SAC
