The Germans have a nice speech: (in German) wie sagt man es richtig: Lass mir arbeiten or Lass mich arebiten? Beides verkehrt, richtig is: Lass andere arbeiten! In English it would be like: How I spell it right: Let I work, or Let me work? Both wrong, the right one would be: Let others work!

An easy way isn't it?! And so true too!

extract the ISO in a folder, then in that extracted folder, find 'sources' folder, & under that sources folder, find the 'install.wim'.

open that install.wim in any image editor/deployment tool

then inside that install.wim, place your desired wallpaper in Windows\Web\Wallpaper\Windows

p.s.: you need to take full permission of that WEB folder in order to replace the default wallpaper.

    Just Put Installers in $1-install
Dont Use SetupComplete itself to Execute Installation Commands but use Extra Install.cmd Script Call by SetupComplete to Install your Installers / Setups.

Let Me Know Which Softwares You Want To Install directly Unattended via Silent Commandline Switches.
I Will Help you in creating Correct $OEM$ Pack.

Plus Here as i can See in your Scenario Your ISO Size Exceeded its Size to be a Single Layered DVD you Can use DVD Double Layered too .
