Actually there is no such thing as a 2.1 Certificate, Certificates are always version 2.0... Some brands issued new OEM Certificates for Windows 7, the only difference between the 'old' 2.0 and the 'new' 2.0 certificate is the date the certificate was issued.
Certificates issued in 2009 are (faulty and misleading) labeled as 2.1 Certificate.

But these few brands need to use "new" certificate, as SLIC 2.1 would not activate with the "old" certificate
Hence calling it certificate 2.0 & certificate 2.1 makes sense (even if technically it is not)

True, but to my knowledge it is only 50% that really need the 'new' certificates, like Acer, Asus and Gigabyte and LG... others still activate fine using the 'old' certificate while 'new' certificates are available (few examples: MEDION, HP, TOSHIBA)
