Without reading all the details of your lenghty post now, from my experience IT IS FASTER to start up in Safe Mode with Networking (if your system doesn't even start properly), save your pictures, documents and so on to an external or other hdd-drive and reformat your maleware-system-drive and properly reinstall your Windows (NO REFRESH, NO RECOVERY-MEDIUM, NO OEM-NONSENSE, NO SYMANTEC-MALEWARE, NO BACKUP, NO SYSTEMRECOVERY, ONLY A ORIGINAL WINDOWS MEDIUM)! With your extended antivirus-sofware-ride there is always a risk of maleware hiding somewhere. ONLY A FULL FORMAT AND REPARTITIONING OF THE HDD YOU CAN EXPECT THAT YOU REMOVED ALL MALEWARE FROM YOUR SYSTEM. After you have reinstalled your system, install a decent Antivirus and scann your backed-up data with it before you use them again! That are the proper steps to clear your system of maleware.
