? Just use the provided tool from the downloaded zip or manually UUP>ISO.

Why post it then?

p.s. the fastest way to apply UUP to vhd/drive is dism or imagex, it doesn't need cab>esd conversion, but you must place all the reference files in separate folder

imagex /apply Professional_en-us.esd 3 Z: /ref REF\*.esd /ref REF\*.cab

dism /Apply-Image /ImageFile:Professional_en-us.esd /Index:3 /ApplyDir:Z:\ /SWMFile:REF\*.*
