I have the same problem using build 14279 . The prior rs1 build did not have this issue. The next build out will probably fix this.
right, but it does this upon every restart or when I don't access that folder for a while this wasn't an issue before
I have always had this issue since Windows 8. It looks like the icons are not loaded from the icon cache but from the files every time. Though I don't know why it would take so long to load even without the cache.
Uh... How about organizing the mess into folders instead, so that all the icons don't get extracted from the EXEs every time you hit the folder (triggering AV scan).
That's usually what works here although I haven't disabled it. You can easily compare by opening the folder and check how quickly the icons load and then close it and add a exclusion for that folder for Defender and check it again and it should load much quicker now. (EDIT: Can also just exclude the drive itself or the .exe extension but obviously that's a security risk so I'd advise against it.)

Just bumped the overclock from 4.4 GHz on all cores to 4.5 GHz on all cores with a -80V voltage offset, rock stable with max temps under AIDA64 stability test of 80C in gaming max temps are around 70-75C
I think this is a Windows Defender issue, it scans all the files on opening. An installation of Avast Internet Security or any other commercial antivirus solution, will fix your problem.
