How to flash Dell .hdr file?

    I have an Dell Optiplex 990 that I am trying to get a Slic 2.3 into. I downloaded the Bios .exe updater from Dell and used Pheonix tool 2.56 to add the Slic. That was successful but it gave me a .hdr file as an output. The original Dell updater exe has no command line option to specify a bios file to flash with.

    Can someone point in the direction to get this .hdr flashed? Is there a utility to flash this bios?

    I would also like to know how to flash an HDR on a dell. DCCU is too old for the newer models.
