Yes, I once wanted to find these XML license files from the OEM recovery image, but unfortunately there is no such OEM recovery image. Because I want to create an OEM recovery image for my NUC X15, but this laptop does not even have an OEM recovery image.
If they're free Store apps, you don't need a license file. Use DISM's /SkipLicense option when integrating offline images. abbodi1406's stated in other threads, if your system can connect to MS's servers then it will acquire an online license for all free installed apps. This happens without requiring a Store account, or even Store app present.

Sideloading a package (while online) will acquire the license -- but Windows won't provision the same package in an offline image? Is this because the OEM key is generic, and not machine-specific?
