You must extract all files first. Then it will work. I think you are trying to run it straight from the zipped-up folder.

Hi! Extract the zip file into a short path C:\aria2 and then right click the cmd file: aria2_download_windows.cmd and run as Administrator. Follow the on screen prompts. Done.
