How to Give Permission to Guest Account to Execute Certain File?

    Is there a way in W7, 8 or 10 to give permission to a GUEST ACCOUNT/STANDARD ACCOUNT to execute a particular file without having to type in the ADMIN password? The reason is that I hate keep on having to fix this person computer because they just doesn't know how to install certain programs properly and ended up install a whole bunches of junks and stuff that also corrupted the OS. So I decided to created a STANDARD ACCOUNT for them without any ADMIN rights. But when I give him back his computer I want him to be able to install a Samsung Printer software that need a to detect his printer while installing it so I will need the Printer Software to run without the Admin rights. So is there a way to do this in Windows OS or a bat file or any other software(s) that allow you to give permission rights to a GUEST ACCOUNT/STANDARD ACCOUNT to choose what file they can execute without the Admin rights? Thanks.
