i have downloaded en_windows_10_enterprise_2015_ltsb_x64_dvd_6848446.iso‬ and i wonder if there is a way to convert the file so it will install the hebrew edition?

You requested the Hebrew iso and i've forfilled the request, don't bother with modding iso's if the original one simply can be downloaded.

The easiest and most hassle-free way is not modifying. Get the official MS ISO maker utility and let it download the language/edition you need. Unless you're on dial-up, it should only take a few minutes.

Since Enterprise 2015 LTSB has no Windows APPS, a language pack and optional features is enough.
