    I've downloaded Windows 8.1 ENGLISH

I've downloaded the French pack (cab file)

Now i want to integrate the french pack in the iso file or in what folder do i have to put it to make it work.

this question might be stupid but why not d/l French version at first place? Do you need both languages?

... if this is educational purpose only I certainly reject the question

Needs a bit more reading. You'll have to integrate it into the install.wim (in \sources\ folder inside the ISO) via DISM and then set it as default language.

Thank you abbodi1406 i'm trying that right now.

@PaulDesmond The french version is from France, not good for me, i'm from quebec. I've already try it, everything is from france after that. Even if i do most of my work in english, i need the french version for everything, word, excel, outlook etc.

I may be wrong but should it not be

    Code:
    [Available UI Languages]
    en-US = 2
    fr-fr = 0

    [Fallback Languages]
    en-US = en-us
    rather than
    Code:
    [Available UI Languages]
    en-US = 3
    fr-fr = 0

    [Fallback Languages]
    en-US = en-us
because there are 2 language packs not 3

You can also use Windows-Hotfix-Downloader-6-4 to download and integrate language packs.

The number in lang.ini has nothing to do with how many languages available, it's intended to determine the status of the language:
3 = the lang is integrated in install.wim, and it's the default
2 = the lang is integrated in install.wim
1 = the lang is found in the distribution, and it's the default
0 = the lang is found in the distribution

    @lievre
i provide you with link for the complete procedure to follow
the steps i wrote are just general based on the technet article :D

so you will need the following commands, considering C:\iso (as an example) the folder where you extracted the iso:
    Code:
    mkdir C:\iso\langpacks\fr-fr
    copy /y Path_To_French_Pack.cab C:\iso\langpacks\fr-fr\lp.cab
    md "%temp%\extract"
    expand.exe –f:* C:\LPs\fr-fr\lp.cab "%temp%\extract" >nul
    xcopy "%temp%\extract\setup\sources\fr-fr\*" "C:\iso\sources\fr-fr" /cheryi
    xcopy "%temp%\extract\setup\sources\fr-fr\cli\*" "C:\iso\sources\fr-fr" /chryi
    rmdir /s /q "C:\iso\sources\fr-fr\cli"
    rmdir /s /q "C:\iso\sources\fr-fr\dlmanifests"
    rmdir /s /q "C:\iso\sources\fr-fr\etwproviders"
    rmdir /s /q "C:\iso\sources\fr-fr\replacementmanifests"
    mkdir "C:\iso\sources\dlmanifests\fr-fr"
    mkdir "C:\iso\sources\replacementmanifests\fr-fr"
    xcopy "%temp%\extract\setup\sources\fr-fr\dlmanifests\microsoft-windows-iasserver-migplugin\*" "C:\iso\sources\dlmanifests\microsoft-windows-iasserver-migplugin\fr-fr\" /chryi
    xcopy "%temp%\extract\setup\sources\fr-fr\dlmanifests\microsoft-windows-storagemigration\*" "C:\iso\sources\dlmanifests\microsoft-windows-storagemigration\fr-fr\" /chryi
    xcopy "%temp%\extract\setup\sources\fr-fr\dlmanifests\microsoft-windows-sxs\*" "C:\iso\sources\dlmanifests\microsoft-windows-sxs\fr-fr\" /chryi
    xcopy "%temp%\extract\setup\sources\fr-fr\etwproviders\*" "C:\iso\sources\etwproviders\fr-fr\" /chryi
    xcopy "%temp%\extract\setup\sources\fr-fr\etwproviders\*" "C:\iso\support\logging\fr-fr\" /chryi
    xcopy "%temp%\extract\setup\sources\fr-fr\replacementmanifests\microsoft-windows-offlinefiles-core\*" "C:\iso\sources\replacementmanifests\microsoft-windows-offlinefiles-core\fr-fr\" /chryi
    xcopy "%temp%\extract\setup\sources\fr-fr\replacementmanifests\microsoft-windows-storagemigration\*" "C:\iso\sources\replacementmanifests\microsoft-windows-storagemigration\fr-fr\" /chryi
    xcopy "%temp%\extract\setup\sources\fr-fr\replacementmanifests\microsoft-windows-sxs\*" "C:\iso\sources\replacementmanifests\microsoft-windows-sxs\fr-fr\" /chryi

after that adjust lang.ini as described above
