How to re-size mp4 Videos?

    I've some mp4 videos with different sizes but I want all them to convert to 320x240 size, so how can I do this?
    Second I want to join them all for making only one video for uploading to Youtube, so how can I do both tasks using one software? Tell me a fabulous software for doing these tasks. Remind again, these are all mp4 videos.

    Found a nice "free" program couple of years ago to resize video for my cell viewing called SUPER by eRightSoft. Worked for me.
