How to stop apps/windows opening under the Taskbar?

    I've noticed a really annoying problem with Winodws 7 Taskbar, sometimes an app or window will open so the title/drag bar has 'popped under' the Windows 7 Taskbar meaning you have to drag/expand the app/window down a bit so it 'pops' back into full view. This is of course if you can resize the app or window, if you can't it's stuck under the Taskbar for ever!!

    Even with the Taskbar 'locked' this problem still happens! So how is it possible to stop this from happening?

    *EDIT* I forgot to mention I have the Taskbar at the TOP of the screen, not at the default location of the bottom!! So maybe this is why some windows open 'under' the Taskbar as they are opening in the space at the TOP of the screen where the Taskbar sits?
