How to throttle upload speed?

    I am using Win 7 and, while away from home in Europe, I use Sopcast to watch sports. Sopcast’s latest version however uploads at a speed that my ISP will not tolerate.

    How can I throttle my upload speed?

    Hello. How are you? You are limited to the what the ISP provides for bandwidth. What are you experiencing as far as the actual quality and function. Stuttering, constant rebuffering, or what?

    No, you misread that. It is exactly the other way around. It works too good.....

    I need to lower the maximum of my upload speed..... because during a single football match, I uploaded more than my limit, and they warned me, they will cut me off if I upload too much....

    But I cannot find any software to this for p2p, as it is not utorrent.

    i found a program called "netbalancer" it seems to b able to do what ur asking
