HP Arrow keys force flash - respect platform.ini?

    My bios recovery using cd/usb and win+b is fail.
    All I get is a cd spin up/down, and a usb read then stop, then:
    Remove any discs and media
    Press any key to reboot.

    Which it doesn't. It simply passes on to the bootloader.
    No Bios update, no error message.

    I found the "arrow key force flash" option and tried that.
    It did not present any screen results - black screen, but I left it for twenty minutes then pulled AC and restarted.
    It "seemed" to update BIOS version stamp, but my query is:

    Does the HP force flash use platform.ini and respect the portion updates therein or simply flash all BIOS contents?
    Anyone know?

    Perhaps if I rephrased the question:
    What is the goal of platform.ini's restriction of areas flashed?
    Or
    How do I flash everything and know it suceeded?
