Hi steve, I can't help with flashing your iPAQ but I've got a work round for you. To flash or upgrade it you'll need the WM2003SE disk that came with the iPAQ, or at least the ROM itself. Which you kick in while your iPAQ is in its cradle and ActiveSync is running. But this maynot be enough to clear your old passwords. Workround: Removed the the Main Battery and leave the iPAQ alone to drain the internal battery. I'd leave it for a week, but over the weekend might be enough. When you go to recharge it, it will do a Hard Reset and reset the whole of the system. But because the internal battery was dead it shouldn't remember your password. I would say 'If your going to try this make sure you BACKUP EVERYTHING first' but I guess theres no point if you can't access it anyway.
