If only every 2nd post wasn't asking the same question, and every other post (incl. one i'm writing right now) that nobody (except M$, maybe...) knows.
I get the strong impression that often, MS doesn't know, either. At one point, they take a crapshot and release an ISO, possible a "November '18 updated" one.
Option A: There are no new notifications but Action Center icon is showing arbitrary number of unread notifications. (haven't encountered that one personally) Option B: Action center is showing correct number of unread notifications but the notification pane is not showing them. (bugged notification due to disabled background apps) Which one is it? (i'm not getting it from the bugfix note)

In the build 18267 I already tried disabling apps in the background, then I rebooted the machine and the notifications appeared normally, I did exactly the same test on the build 17763.104 and by disabling the apps in the background and restarting the machine, the notifications didn't appear so I think that's the fix for that bug. EDIT: after doing more tests, I have no doubt that this is the fix for the bug of the notifications of the Action center, the one that has to do with allow (or not) apps in the background:

Hmm is often better to remain silent than to comment on something, but there are times also that it is necessary to speak for example: With so many sources of pollution ending the world literally some care about energy consumption for servers and datacenters!!! This is the current world without foot or head just my 2 cents
I guess I'm noob, but I literally can't find link to download the ISO image. The OP post contains a lot of links and I guess neither of them leads to the ISO. Again, I apologize if it's due to my limitation of understanding. Also, heard that the new refreshed ISOs gonna release for all 1809 builds. Any confirmation for the dates?
There are no direct official links to these iso's, except the Techbench (consumer only) ISO's, @s1ave77 made the SVF2ISO tool to offer direct ISO's, just select the desired ISO in the GUI and hit: "DOWNLOAD" and sit back while the tool downloads the needed files and creates the desired official MVS ISO (when MVS is selected) or the Techbench ISO (When techbench is selected).
