I have three out of four laptops on 17134.228 that refuse to update to 17763.134. I downloaded the updated UUP files overnight and created 17763.1.180914-1434.RS5_RELEASE_CLIENTMULTI_UUP_x64FRE_EN-US.iso with uup-converter-wimlib-19 and then slipstreamed windows10.0-kb4465664-x64.cab and windows10.0-kb4467708-x64.cab with W10UI_5.3. One laptop updated fine, the other three say:

Windows 10 Setup 1809 build 10.0.17763.1

I tested a clean install in a virtual machine to verify the build number and it is indeed 17763.134 on install.

EDIT: I disabled the network/internet and it updated fine, go figure.

 

You mean to refresh ISO/ESD ?
Because it's better to stay with 17763.1 with .134 update (If you don't upgrade to this build).
