in that case I guess will be only for Windows 8.1 & 10, because now Windows 7 is only on extended support and no new features added.
no, extended support for Windows 7 SP1 started in January 13, 2015 and ends in January 14, 2020, thats why they have not introduced support for new technologies in Windows 7 since 2015.
Edge can be delivered as an application and not as part of the OS. It would not be considered a new feature of the OS, but a separate application like .NET Framework 4.7.2 or Silverlight.
Hell I'd still be running 7 if I could, new hardware new OS, no choice because of drivers. So far 10 hasn't given me much over 7 except hardware support, a few little conveniences, but not worth all the crap I have to strip off or disable.
