Probably because the IP rings are not available for education users? I am going to test an AiO iso i made, will install Education to test You can always upgrade to a newer build by using an UUP>ISO Pro sku, it will upgrade your education to the desired build.
It could be, but i wasn't using online microsoft account (one that gets locally registered using m$ account email adress) ever and it was available before. Even on this build / installation it was normal but somehow it's not anymore. Weird, anyway they should either describe why is it not available or don't show that page at all.
It's broken when background apps are disabled, has been mentioned when we still were at earlier IP builds.
While digging in group policies i found this. Now i changed Telemetry level to 1 (from 0) and i'm gonna reboot and check again. EDIT: Nope still same
Integrated SSU and CU with W10UI. I can also list all group policy settings and registry changes (i keep track for all those) but none of them seems to explicitly interfere with Insider program.
I believe it has something to do with a modified Telemetry setting. When I used O&O ShutUp10 to modify it, my Insider button also greyed out. I did not care as I have more than one installation, but just for curiosity I restored it to factory setting, rebooted and the button turned active.
You need the diagnostic level set to "full" to join the Insider program, it will be greyed out otherwise (if telementry was set by registry/GPO)

Dark theme for explorer in RS5 is good but i am finding hard to adjust to it switching back to old white one....more comfortable for eyes to spot and find files and folders in a glance
I think worse part is the inconsistency with rest of pretty much anything since windows used white / light gray for ages and every program was designed with that in mind.
Bug new to this 1809 in my case (had no such issue with previous releases): screen ICC profile is briefly reset (~flickers) whenever any device is added/removed/refreshed etc. (e.g. plugging a USB stick, disabling bluetooth, turning on a network printer, or just on random occasions...). Not as "cosmetic" as the display-50%-brightness-reset or wrong-numbers-in-taskmgr... this flickering gets quite unnerving.
