If you start integrating 18.xx non-vmd & 19.xx vmd drivers (and perhaps older for the older chipsets) you'll just start having issues on different configurations. It's safer just to load the driver you need...

Actually you said it yourself at the very beginning. During installation. Which means having the drivers ready to be loaded during installation can solve the issue. Or just integrate 19 18 and 17.
create a folder named $WinPEDriver$. paste inside the extracted drivers ( intel f6 floppy format ) copy the folder $WinPEDriver$ to the root of the iso and save windows boot.wim and install wim use driver from $WinPEDriver$ in the root of the iso
Downloading Windows 11 [22000.318] from adguard's TB server, to see if that one does fine... It didn't work either. Regardless the mobo has TPM 2.0 and Win11 capable, setup program keep saying drivers are missing. I'm getting pretty annoyed...
