Is it still impossible to view multi-language fonts?

    To this day there are some software installers in Russian that I own and every time I use them, I don't see Russian font, I see gibberish letters because I use standard En-US version of Windows 10.

    Why is it possible to see proper Cyrillic fonts/letters on Russian sites and on some software installers, but not others? A decade ago, the same installers that showed gibberish would show proper fonts/letters if I switched my language and region to Ru-ru. It's 2019 and nothing changed in that regard. What's funny is that it works fine the other way around. If I use Ru-ru Win10, English fonts always shows up properly at all times in all programs...

    Is there no way to use Win10 En-US localization with US as location/region/language and have all Cyrillic fonts from Ru-ru language/region load to properly view that gibberish content?
