Slic Dump Tool shows what's currently in your computer - it can not check just a bios file for slic presence.
Guys, the best bet for y'all is to ask in proper bios modding request threads to check it for you. Or use the tools yourself - AMI and AWARD modding tools are available at the moment and can be found in stickies section of bios modding thread.

Everest and Slic Dump only check the BIOS itself
I'm looking for an application to check the BIOS FILE/IMAGE; in my specific case, for Lenovo S10 Phoenix BIOS

I downloaded the executable file and ran it. The program install to the DRIVERS folder. It appears to be a Phoenix BIOS in the BIOS.WPH file. I don't have Phoenix BIOS tools installed but you can probably use those to check and decompose the BIOS file to see what version SLIC it has.
