Is there a way to disable Virtualization-Based Security Without disabling WSL2?

I'm using a Windows 10 laptop that has its Intel Management Engine disabled, making the TPM unavailable. I need to disable Virtualization-Based Security (VBS) to play an online competitive game, but I don't want to lose access to WSL2, which I believe depends on Hyper-V. Can I use WSL2 with VBS disabled?
