I am setting up a new PC for my small office network. Other machines on the LAN are XP/Win7. I keep the gateway settings blank on these PC's to prevent it from accessing the net, while the machine is still available on the LAN. Is this a good way of preventing net access. The users are standard users so they cannot change settings, only I can by going into admin account.

Can I do the same thing on Win10Pro PC or will it create problems? Does Win10 need internet access to function?

You could do the same but remember windows 10 is never ready without updates ;)
