The next time someone posts with an eval rebooting every two hours I will try to ask them to run a diag and tell us what the key type is, that may be the #1 key
I did a quick google search and every time I found product type 1, it was a blocked vlk key. You are correct, it was always a blocked VLK xp key. Could be also that was the only error for xp possible.
I don't think this is the same for all windows versions. Ultimate has indeed 7 values, but other editions have more or less options, some server editions even have 12 I think.
