Hey, y'all. I use the Tamil Phonetic IME and in order for that to work properly, I need the Language Pack, and Language Features including Basic Typing, Supplemental Fonts, and Text-To-Speech for it to work properly. On one of my PCs, I have all of these installed and it is working flawlessly. However on another PC with the same build as the title, it does not show any of the Language Features but shows only the Language Pack. As a result, when I change the Keyboard to Tamil Phonetic IME, it spits an error every two seconds saying that these features are missing.

Is there any way I can download all these files offline and install them manually, and if so, can I get a link to those files, please?

Thanks for both of your input. As I was browsing the link, in the builds section, I see that there is "Feature update to Windows 10, version 1909 (18363.592) amd64" and "Cumulative Update for Windows 10 Version 1909 (18363.592) amd64." Is there a difference between both of these, or are they both the same?

Best to go for the "feature update" option.

The Microsoft has not yet added full language features support for all language, only few languages do get the full support.

If host OS is Windows 10 v1709 or later, dism can add esd packages like cab packages

or extract with 7-zip, and point dism to update.mum inside the extracted folder

    or convert esd2cab

    Ahh thanks a lot.
The esd-cab tool(s) I used before not worked for any unknown reason.
    This one does perfect. :)
