low Bandwidth user account in win7

    i have two user account in windows 7

    1) standerd

    2) admin [me]

    and also have 128kbps broadband connection.

    i want to can any one tell me ..
    how to creat low bandwidth account..
    i dont want to give high bandwith to standerd account..

    Free vpn's are usually really slow. Like 90KB down maybe 50KB up

    "Its hidden.com" had a free account. Very slow dude!

    there is no way that you can limit internet bandwidth through windows , all that you need to rely on the router / managed switch to limit the bandwidth.
