Yep. Telemetry, data collection and other feedback-to-Microsoft like softwares have always been in Windows Since XP... They just overdid it with Windows 10 lol.
It's not only telemetry diagnostics but Microsoft with its win 10 has the power to actually search on your pc your contacts, phone numbers, emails, software you installed plus with win 10 Microsoft has the power to track you and of you comited an crime have something you shouldn't have in your pc they simply will inform the authorities. With the use of win 10 Microsoft may block pirated software you use on your pc. The same comes for tablets and Windows phones. In Windows 7 Microsoft could collect diagnostic data about the os but they had no powers to access your pc and delete files or copy your contacts emails and other messages
Facts are pointless for the OMAIGODITHAZTELEMETRY crowd.. F Which differs from let's say iOS/OSX/Android ... How? Also,you do realize that tech companies do not share such data with the relevant authorities unless they're served with a subpoena,right? And that Microsoft,Apple and Google are known to actually fight such subpoenas as only following the law is bad PR.. But hey,don't let facts get in the way of a good whine.. Also,seriously,if you don't want telemetry,revert to XP or Linux (though you've got to be picky which distribution you choose as some pack similar features as Windows 10) an' stay off the internet,because privacy is an illusion 'round here parts.

Then they came with social networking, But people didn't mind,because why not post garbled article snippets and food pics. Then they came with Google Now/Siri cloud integration, But people didn't mind because it was useful.
