There are the only problem - absence of internal code testers. MS cut off almost all of them. The more I think, the more I understand that MS will never match code standards of W7 era.
So this fix is only possible if you get Fall Creator's Update? Is that a new method to push users to upgrade to experimental versions of Win10 OS? Fascinating...

You can't say "finally fixed" while it's in insider only. You can't expect people to take on extreme telemetry and using a live account. "Is going to be fixed in fall update" is the proper term.
Actually i avoided almost all stuttering after switching power plan from Normal to Max Productivity and disabling all background services in Settings - Privacy (you need to switch EVERYTHING to Off) And also - in Game settings you need to stop background recording.
Its not some super-major bug. Most people who optimize their OS, tweak, disable services, background tasks, turn off features like Xbox DVR, Game-Mode, etc. and keep their OS and drivers up to date are not having these issues. I use NTLite to fully eradicate all of that gimmicky Game-Mode/Xbox/BCast etc. and in my benchmarks, 15063.540 performs a little bit better than 14393.1670. We're talking about a difference within marginal error, but 5 consecutive benchmark runs of Division showed that 15063.540 had 0.5-1fps better average FPS. I personally complained about the whole FullScreen Optimization aspect and to this date, NOBODY could explain it. Nobody except for some MS developers even know what it is or what it is/was supposed to do... I only noticed that switching from windowed/borderless mode to fullscreen was much quicker starting with version 15063. Now MS advertises RS3's Game Mode to be some sort of an epic-level game changer, turning PC into console by forcing all cores work at their maximum to deliver amazing gaming performance. Its another gimmick!
I know and that is why I keep telling NTLite developer to start hitting those forums and communities where gamers enjoy Windows 10 optimizations, just to loathe the actual OS due to worthless bloatware that slows things down!

Could be something to do with newer WDDM since it is more VR orientated, it should have improvements done to monitor to VR render switching in my wildest guess. As for RS3 gamemode, i'm curious if MS is doing a console level of kernel API efficiency on PC or just another service/process prioritize/on/off stuff.
I've about reached the limit of my tolerance for this Windows 10 lack of quality control BS. The Fall Creator's update will undoubtedly introduce a new set of problems that will be "fixed" in future updates just in time for RS4 or whatever which will introduce a new set of problems that will be "fixed" just in time for RS5 which will introduce a new set of problems that will be "fixed" just in time for RS6 which will introduce a new set of problems... See where I'm going with that? On my gaming machine, I'm either going back to Windows 7 which won't be supported much longer, or switch to LTSB 2016 only because it'll be supported for 10 years. I'm leaning toward LTSB. My God, what a mess this is. FML.
Right?! I would expect, that with 100 thousands Insiders, they would manage to get at least something right, but they fail even that. Most of the feedback gets ignored, because they can not keep up.
Yup, I am sticking to 1607-14393 RS1 builds (LTSB build). There is a reason why this build is going to supported LONG-term, while others (like RS2, RS3, RS4) are not.
