I'm also interested in this tool. I got to know about it in a meeting with a Microsoft engineer some years ago. In "Key information Services", Microsoft is able to track every product key: which contract it belongs to, which country it was intended for, how often and who activated it, activation count, reinstallation count, etc. etc. It is used, among other things, for court hearings when Microsoft is appointed as an expert witness. In the past, Microsoft was thus able to prove that licenses from China were activated worldwide. The old story. If anyone has access to it, please message me. I do not intend to abuse the system, but would like to have product keys checked that I bought legally (and not at dumping prices!).
It's not just a tool or a web site. You need to be an OEM & install the database package to your server. You buy the keys from Microsoft, download the keys into the package then inject them into the uefi of yor new systems.
