try windows repair portable from tweaking.com run it in safemode with net, takes 1 hr.

after it finishes run mediacreationtool to reupgrade.. fixed

 

Well since we are so close to the release of Redstone 1, just put installation disc in tray while computer is on, and do upgrade, NOT clean install

This Computer, CD/DVD tray/setup
It is just puting another copy of Windows over what you have, when it asks, save all files and folders

Run Windows updates after

In Fact, all people with errors they cannot fix, just Upgrade, you will be Clean Instaling soon enough when Redstone 1 comes out.

DO NOT do this if you have done Telemetry Tweaks as this puts windows back on

 

I think Redstone 1 will be out by Jul 15, doing the above will reinstall app

same thing i said minus permissions repair. he said no i think
then again reset as no refresh in any place if seen?
reset unchecked "keep" my apps programs" is what you mean ?
